To open up the registry editor:
1. Click on Start
2. Choose Run
3. Type in "regedit"
4. Click Okay
Follow this path to The Key:
HKEY_CURRENT_USER\Software\Microsoft\
Windows\CurrentVersion\Explorer\Advanced
Create a new DWORD value, name it EnableBalloonTips, and set it equal to 0.
If EnableBalloonTips is already there and equal to 1, set it equal to 0. Quit
the registry editor, log off, and log back on. Voila! Your computer will stop
talking down to you.

It discusses how to disable the information ballons. You can turn them on by
putting the value as 1 instead of 0.

A Google Groups search on "no taskbar tool tips" netted these:
"It was a program named MusicMatch (mm_server.exe) .."
[A possible solution gleaned from a few posts] Search the registry for
"ShowInfoTip" and make sure each entry has a dword value of (1). Do the
same for "StartButtonBalloonTip".
