getting rid of the information bubbles when you mouse over items like "start" menu

I was wondering if there was any way to disable the popup bubbles that occur when you mouse over items... like when you open Start, the All Programs shows a popup information bubble about the reason for the All Programs...or there are new programs installed...etc. How do you disable the "Comments"
