Menu items visible only when mouse over

I have a strange issue with one of my users. For some reason, every now and
then the menubar items of different application will not show up. The bar is
there and is the same color as the menu strip color. When the mouse is moved
over them, the items will appear.

I have changed the video drivers, windows updates, microsoft updates, video
settings and nothing has worked.

Any suggestions.
