removing items from right mouse context menu

I once knew how to remove or add items to the list that appears when one
right mouse clicks on a file but I not longer recall how to do it. I
have TweakUI but cannot find it there. Is there another utility that
lets you modify the list of things various programs add to that right
mouse menu?
