i can't clear my history folder

I have tried to clear my history folder and nothing
works.I went to winhelp site but that didn't work. I try
through control panel with IE closed but no good either.
I am running XP ie6. i even tried to uninstall ie but i
got a message that other persons or programs are using
ie. can anyone help
