I cannot send emails,,I can receive, but thats it!

okay so long story short, Dell has had to replace 1 of 2 laptops, 4 times and
the other one3 times.
this Inspiron 6400, which I dont know if it makes a difference or not to
know that, has Windows Vista Basic, and it does not offer Outlook express, it
offers Windows mail. I thought I had set it up correctly and I find that I
can receive emails, but not send. I would appreciate any help I receive, in
laymans terms!

Do you get an error message when you try to send?
If so, copy it and paste it into a reply here.
Which antivirus program are you using?
