Can send but cannot receive emails

I can send but cannot receive emails. There is no errorcode appearing.
Receiving worked until yesterday and I haven´t changed the settings.

What happens when you send an email to yourself?

Have you logged into webmail and verified there are messages waiting
to be downloaded?

Which antivirus are you running? Some of them cause problems with
Windows Mail over time.

I am having a problem with Windows mail it will let me receive mail, but I
can not get it to send mail. I have tried everything. Can someone please
help me.

Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.

Windows mail is sending my email fine, but nothing will come in.

I sent myself a test email from another account and got no bounce back
message. The email never arrived either.

Daughter sent me email and it did not arrive either. She never got
bounced mail either.

No errors at all on my end.

IE 8 also has the send page by mail and send link by mail options
grayed out and not usable.

Everything worked 2 days ago. SO I did a restore back to then and
still same trouble.

When you initiate a receive, does it appear to go through the
motions of contacting the server? After a mail check, does it say
"No new messages" in the status bar?
Also, under Tools, Accounts, select that account, Properties, on the
General tab make sure "Include this account..." is checked.

Yes I have and there are emails out there.

Windows mail is not getting them for some reason and IE 8 has options
to send page or send link by email grayed out. I suspect it is all
the same problem.

The most likely cause of that is because the SMTP server used for home
will not accept your connection from work. Because your work does not
use Tiscali you are not connected to the Tiscali server's "Own" network
and it cannot identify you.

If work does use Tiscali then it could well be a Norton issue. If you
can talk to your work IT guy he / she may have an easy workaround already.

No it's not all the same problem.
Also, you only answered one of my 4 questions. I can't proceed
with that issue until you answer the other three.

For the IE8 issue, try this:
Open the Default Programs applet, then click on "Set program
access and computer defaults." Expand the Custom selection, and
select Windows Mail. Click OK. Restart Internet Explorer and
Windows Mail. Is Send Page/Link by E-mail still grayed out?

What you experienced is normal. As a general rule, the owner of
the SMTP server you are using must be the same as the company
providing your Internet connection at that moment. For more on this,

The available workarounds when sending away from home are as follows:

1. Use webmail for sending (via your browser).
2. Ask Tiscali if they have a port other than '25' for SMTP.
3. Set up a separate account in Windows Mail that uses the SMTP
server belonging to the office Internet connection.
4. If you frequently send from multiple locations, get a free Gmail account,
configure it for POP access, set it up in Windows Mail, and use that for
your sending chores. Gmail uses port 465 for SMTP, which is not blocked
like port 25 is.

Your solution for the IE8 part of my trouble worked.

I removed/deleted the account for mail. Did a restart and added email
account back into Windows Mail. That solved my Windows Mail problem.
All is well now.

I am having the same problem. I all of a sudden starting getting bounce back
notices from Admin. I deleted most of mail box and tried sending a test from
me, that too bounced back. I am using the free version of AVG anit virus.
any suggestions?

I can't guess at the cause until I see the exact wording of that notice.
