How do you download a hotfix?

How do I download the hotfix mentioned in this article.
I called MS and they want to charge me $245 to answer this question.

No one was telling me that the charges will be cancelled
In fact, no one would even talk to me if I didn't pay
Forget that
Pay and then be at the mercy of MS on whether they'll refund
Forget it

I hate any company that sells you a broken product, finds the fix, and the
charges you for the fix, and then will decide on whether to refund your money or not
BAD BUSINESS
I think I'll go the FreeBSD/OpenSSL route.
