How do I download the hotfix mentioned in this article.
I called MS and they want to charge me $245 to answer this question.

If you'd read the entire KB article whose URL you posted, you'd
eventually get to the STATUS section:

"Microsoft has confirmed that this is a problem in the Microsoft products
that are listed at the beginning of this article.
This problem was first corrected in Microsoft Windows 2000 Service Pack 4."
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

I.e., d/l & install SP4 & the problem will be patched.

Hi

The support call is supposed to be free as long as you refer to the Knowledge
Base Article number (Q824143) and ask for nothing more. Try once more and if
they ask for credit card number/payment, just insist on that hotfixes are free
and that you just want the one in the KB article 824143.

Or just upgrade to SP4 as Jeremy wrote...
