Help and Support will not start

I am using Windows XP Home with service pack 2. I am unable to access
Help and Support from the start menu, and also System Information from
System Tools. I was getting an error message "unable to find helpctr.exe",
but used a registry editor suggested by a different group. I do not get the
error message now but am still to open these applications. Any assistance
will be greatly appreciated.
