Help and Support Icon in Start Menu Not Working

When you click on Start a section contains 3 icons on the lower left..Help
and Support, Search, and Run. The Help and Support gives an error that
says"Windows cannot find "helpctr.exe". I've located this file elsewhere but
I cannot determine how to re-assign or repair the path of the icon in the
start menu.
Any help would be appreciated.
