group policy: folder redirection

I wish to set folder redirection for all users in windows 2000/xp pro

the best I can do is redirect all the users my documents folders, but
they end up visible to all users

every indication in the KB says I need group policy on windows server.
so today I go on my 2000 server, look up group policy in help and find
that it should be available on pro at least as a local policy. then I
look at the group policy window (on both the pro and server) and neither
contains the folder redirection policy object

anybody have an idea where I should look next?

Folder redirection is a feature of Active Directory. So, is your Windows
2000 server box running AD?

no its not, but as I said, the help implies I should be able to do a
local policy on Pro, it doesn't mention AD
