File Download stuck after SP2 install

Every time I have attempted to download a music file or any larger sized file
since installing SP2, my download stops receiving data and the file manager
just sits there stuck at usually 20% or so downloaded. Is there something in
SP2 that limits the size of files downloaded or some adjustment that I need
to make? This has been going on for months now. I have scanned for viruses
and spyware and everything comes back clean. PLEASE HELP!!!
I am going bonkers with this?

Go to Start|Run and type the string "%temp%" without the double quotations
around it. It may be that your temp file folder is too full, in which case
you need to clean out old files by deleting them. You could also clean out
your Temporary Internet Files in Control Panel|Internet Properties.

Thanks for the assistance. Still having trouble. Not sure if this could be a
firewall issue?
