Error in Setup HELP NEEDED!

I am trying to do a new install of Windows XP on a newly formatted hard drive
on a new computer that meets all of the requirement. And I am trying to
install is from the CD. But I get an error message when i am in the install
process This is what it says:

Setup cannot copy the file (file name)
If you are installing for a CD make sure the CD is in the CD-Rom drive

To skip this file, press ESC
Caution: If you skip this file setup may not complete and Windows XP may not
work properly.

To quit setup press F3

at the bottom it says Press Enter to Retry ESC Skip File and F3 to quit.

And I have tried to retry the file but it still does not work? If you have
any suggestions or can help me please please reply. I really need Help. Thank
you

Problems copying files or corrupted files during installation
are most often caused by defective or sub-standard hardware; in order
of likelihood, either RAM, the hard drive, or the motherboard. On
much less frequent occasions, a bad CD or defective CD drive can also
cause this.

Make sure the CD is clean with no scratches or fingerprints on it.
Rinse it with warm water and dry with a soft lint-free cloth.

Clean the CD drive with a cleaning disk. The onese sold for audio CD
players will work okay.

The best way to eliminate media issues is to copy the i386
folder from the CD to the hard disk, and install it
locally. If it is consistently the same file that is
giving you the error, then is sounds like the CD. If it
is erroring out at random files, it may be the hardware.

Try flashing the BIOS this error pop up with older Bios ver
