XP Error in Setup: cannot copy DRIVER.CAB

I am trying to reinstall XP Pro onto my formatted PC.
I am installing from the CD.
I get an error message during install as follows.

Setup cannot copy the file driver.cab
If you are installing for a CD make sure the CD is in the
CD-Rom drive

To skip this file, press ESC
Caution: If you skip this file setup may not complete and
Windows XP may not
work properly.

To quit setup press F3

at the bottom it says Press Enter to Retry ESC Skip File
and F3 to quit.

I have tried to retry, There is a lot of people in forums
with the same error. They fixed it by removing the USB 2.0
or set their memory & CPU at 333, or removing the modem.
I don't know how to do any of this.
The disk is not scratched, and saving it to the HD doesn;t
work either.
any suggestions with known correction would be great.
