encoding on internet explorer defaulting to western european(iso)

i am having an issue after downloading an update for
windows 98 system on an older computer. since the update
to system, explorer defaults to western european (iso) and
will not display correctly. i manually selectthe correct
setting of western european(windows) and it displays
correctly on that screen untill i go to the next screen.
how can i set the default so this does not happen or
remove the language update that has caused this to occur.

If you haven't gotten it fixed yet, i was having the same
problem. here is what i had to do to get it to work right.

1. Click on the "Start" button then select "Settings"
followed by the "Control Panel" option from the pop-up
menu.
2. Select "Add/Remove Programs" option in the "Control
Panel" window.
3. Select the "Internet Explorer" option and click on the
button labeled "Change/Remove".
4. A pop-up window will opens labeled as "Internet
Explorer x and Internet Tools." Select the radio button
marked "Repair Internet Explorer" and click on the "OK"
button.
5. Click on the "Yes" button on the "Microsoft Internet
Explorer x Repair" window and select "Yes" to restart the
computer.
