When i was installing a TV Tuner card. I have recieved an
error stating, "You do not have access to make the
required system configuration modifications. Please rerun
this installation from an administrators account. How do
i get access? Where do i go?

Who are you logged in as? The software may be written such that it wants to
be run as the default administrator account on the computer, not even an
admin-equivalent account. (I've run into this before)
