Do not deliver before in Outlook 2003

The do not deliver before function in Outlook 2003 does not work correctly
weather I am in cached mode or not in cached mode. message just sits in
outbox until I open outlook again. Any help would be great.

When you send a message this way does it show up correctly in OWA?
