"Do not deliver before" not working on Outlook 2003

I am using Outlook 2003 on a stand-alone machine (no Exchange Server). I
tried to deliver a message in a later hour. Althought the machine was turned
on and continued to download automaticly all incoming e-mails every 5 minutes
(i..e. not in Offline mode) , the delayed message stayed in the Outbox folder
long after the scheduled time. Even manually pressing the "Send" button did
not change anything. My computer clock in accurately set, and I had no other
problem with Outlook until now.

What can I do?

Is this true only for this single item or can you recreate the issue?
Also once in the Outbox this item shouldn't be "touched" anymore.
