Deleting desktop icons

I have windows XP Home edition with 3 user accounts. When I delete a desktop
icon in 1 account, it disappears from all desktops for all accounts. Is there
a way to set the desktops or accounts so that we can have truly customized
desktops without the clutter.? Thanks.

Everyone's Desktop:
C:\Documents and Settings\All Users\Desktop\

Each user also has their own:
C:\Documents and Settings\User1\Desktop\
C:\Documents and Settings\User2\Desktop\
C:\Documents and Settings\User3\Desktop\

Do I then have to delete the icons in Windows Explorer rather that directly
from the desktop?

Yes.
Make sure you know which user's files you are selecting.
