content advisor: I need to restrict internet access

In using content advisor, is there a way to restrict
internet access to just a couple sites without having to
type in every possible address?

Could you put a check mark in the box for 'users can see
sites that have no rating' and then remove in the rating
system tab, the rating system itself, and have no rating
system in there at all?
My thinking is, because there would be no rating system,
all web sites would have 'no rating' and therefore not
accessable. Then you could type in and allow access to the
ones you wanted.

If this won't work does anybody have any suggestions?

It also appears that I can use the PICSRules to do this
with the:

RejectByURL ->
URL matches any of the patterns specified = Block document

AcceptByURL ->
URL matches any of the patterns specified = Pass document

RejectIf expression = true = Block document

AcceptIf expression = true = Pass document

RejectUnless expression = false = Block document

AcceptUnless expression = false = Pass document

Is this true?
