Hi Chuck:
I can hardly believe this but I now have access to C1 from C2 and C3.

Just for laughs before going on to the next diagnostic steps, I pinged C1
from C2. I have not been able to successfully do this ping for 4 months,
since I lost File and Printer sharing on the LAN.

Big surprise: the ping worked. Then I check Network Neighborhood from C2
and double clicked C2, and there it was: all the shared folders were listed!

Totally amazing. It looks like the addition of the Guest accounts plus
adding Remote Registry service to C3 (the browser system) did the trick.

You solved an incredibly hard problem, which has gone on for 6 weeks.
Several "pros" who looked at my LAN did not solve it. I also reinstalled Win
XP Pro on C2 but to no avail.
If this solution holds for a while, I want to see if there is anything I
can do to decrease risk of hacks into my system, which uses Win XP Pro's
Simple File and Printer sharing.

Is there any Win XP network problem you cannot solve?

Technical problems are just patience and persistence. And luck.

I still haven't been able to convince you to bottom post though. ;)

Thanks for the feedback. If your network is indeed stable, then layered
security is indeed the next need.
