cipher reads at zero

This is very irritating. My cipher is at zero now so I
can't see secure sites. I did the [overly complicated]
instructions on how to fix it but there was a HUGE
problem. They asked me to rename the Rsabase.dll to
Rsabase.old. It won't LET me rename it! Access is denied!
Suggestions anyone?
