Cipher Value set to 0 can not access secure site

I have a problem with my IE 6 browser in that I can not
view the content from secure sites. My browser Cipher
setting does not display on my browser. I have read the
following note Q318378 & 315341 and the problem still
persist.

Anyone has any idea how to fix it? Very much appreciate
any assistance. I have to use Netscape to access these
pages and is becoming a problem..
