cipher strenght

I have windows 98 and I have IE 6. My cipher stenght is
zero. I have tried to follow what microsoft support says.
But I am unable to increase the cipher strenght to 128
bits. ThereforeI am unable to access certain web pages.

Any help will be gratly appreciated.
