Cipher Strength 0 - bit

I have 0-bit Cipher strength. I have re-installed
Explorer 6, as well as re-installed schannel.dll,
rsabase.dll, rsaenh.dll

Nothing has changed, I still have 0-bit, so I can't go to
any secure sites.

Help would be so appreciated.

You may already have done these recommendations. But just in case.

Cipher Strength Appears as 0-Bit in Internet Explorer
When you click About Internet Explorer on the Help menu, the cipher strength
entry may be "0-Bit" and you may be unable to connect to secure Web sites.

How To Restore 128 bit:
Virtual presentation : 0-bit Cipher Strength Encryption in Internet Explorer
4.x, 5.x, 6.0 for Windows 95/98 / Rename corrupt files and reinstall 128-bit
encryption pack or install IE 4.x, 5.x, 6.0 SP1
