128 bit encryption activation in Explorer 6

Reently upgraded my browser to Explorer 6, while still
using my Windows 95 Op. Download was partially
sucessful. It did not bring in the 128 bit encryption.

The new version of Explorer came in with 0-bit cipher
rating. Tried to utilize patch process from Microsoft
website (Support Search: "Explorer 6.o 128-bit
encryption). Method 2 has you rename windows/systems
files schannel.dll, rsabase.dll and rsaenh.dll and then re-
load the Explorer 6.0 upgrade kit. Was unable to rename
the Rsabase.dll due to it being used by windows.

Stuck for an answer! And I need to pay some bills.
