Cipher Strength 0, already tried renaming 3 Win/Sys files

I recently updated to the newest version of IE 6 and am
now unable to access secure sights such as Paypal. I
learned about the Cipher Strength issue and though I had
never looked at my Cipher Strength before I upgraded to IE
6 I was always even very recently able to access Paypal so
I can only assume that it was at an adaquate level of
encryption before hand. I checked my own Cipher Strength
after upgrading and sure enough it was at zero, so I tried
renaming those 3 windows\system files from MS-DOS
(schannel.dll etc.) And then reinstalling IE 6 but that
had no effect.

I've also tried reparing IE 6 from Add/Remove Programs,
and reverting to my older version of IE 6. The former had
no effect and the later made it so when I tried to look at
my cipher strength and IE version all the lines were blank.

HELP PLEASE!!!
