Cipher Strength 0

I downloaded Internet Explorer 6 and it set my cipher
strength to 0.
I need it set to 128 to enter https sites.
How do I reset it to 128?
I'm running Windows 98

Go to Tools > Options > Advanced. Scroll down to Security and check "Use
SSL 2.0" and "Use SSL 3.0". Click OK. Reboot computer.
