Cannot accesss nonsecure sites

I tried the first fix without any change but perhaps I
should mention that the nonsecure sites I am trying to
accesss are from my Favorites list.

I tried Q813951 but got "This update requires IE 6.0 SP1
and Q810847 to be installed" and when I download SP1 and
try to run it, the program stops responding (presumabley
because it is trying to access the Internet through IE).
Can I change this so it access the Internet through
Netscape or Mozilla?

I looked at Q261328 but these conditions don't apply since
Cipher Strength value is 128-bit and my problem is with
nonsecure sites not secure sites.

I finally have IE working again with nonsecure sites after
downloading IE 6.0 form the Internet using Netscape.
Hopefully whatever caused the original problem will not
reacure!
