Cannot access nonsecure sites

I am unable to access nonsecure sites using IE running on
Windows ME. Secure site load fine so the Internet
connection is fine (Mozilla and Netscape can access all
sites). Uninstalling IE did not help. The problem started
shortly after I installed Norton Internet Security 2004
(which is currently uninstalled).

Hi there
If you have been to the page before, you might simply have a cache, or cookie problem. Search out and delete any cookies that may be related to the problem pages. Shut down all programmes and boot into dos if you are using Windows 95 or 98. If using Windows ME use an appropriate disc to access DOS. Run the following commands from the windows directory, typically c:\windows\>

smartdr
deltree histor
deltree tempor~

Reboot using ctrl, alt, del. If using Windows ME, remember to remove the boot floppy from the drive.

I tried the first fix without any change but perhaps I
should mention that the nonsecure sites I am trying to
accesss are from my Favorites list.

I tried Q813951 but got "This update requires IE 6.0 SP1
and Q810847 to be installed" and when I download SP1 and
try to run it, the program stops responding (presumabley
because it is trying to access the Internet through IE).
Can I change this so it access the Internet through
Netscape or Mozilla?

I looked at Q261328 but these conditions don't apply since
Cipher Strength value is 128-bit and my problem is with
nonsecure sites not secure sites.
