Cannot rename rsabase.dll

I was not able to get on secured sites. My Cipher strength
read 0 bit. I was told to rename three .dll's and download
the IE6. I was not able to rename rsabase.dll to
rsabase.old. It tells me it is in use by Windows and
cannot rename it. HELP please.

Virtual presentation : 0-bit Cipher Strength Encryption in Internet Explorer
4.x, 5.x, 6.0 for Windows 95/98 / Rename corrupt files and reinstall 128-bit
encryption pack or install IE 4.x, 5.x, 6.0 SP1
