can not log on to Windows XP, (shdocvw.dll Error)

I just upgraded from ME to XP. Took for ever to get it to finally take the
upgrade, but now when I boot and try to log into Windows I get and error that
the SHDOCVW.DLL file is missing or corrupt and the program needs to be
installed. Then windows restarts and the same thing happens till I manually
hold the power swith to "kill" my PC. How can I reinstall/ copy this file and
register to windows without having to try and reinstall again?

Boot into Safe Mode, then:

1. Quit all programs that are running.
2. Click Start, and then click Run.
3. Type: regsvr32 Shdocvw.dll , and then click OK.
4. When you receive the "DllRegisterServer in shdocvw.dll succeeded" message, click OK.
