can not get XP Pro to answer modem for incoming connection

I have a PC running Windows XP Pro / SP1 installed. I am trying to set
this PC up to allow an Incoming Connection over a modem line. However,
the PC keeps taking the modem out of "Auto Answer" mode, and will not
pick up on an incoming call.

The setup procedure I used is as follows:

* Cycle power on modem (pre-configured for ATS0=1) to force "AA" LED on
* Start->Connect To->Show All Connections to bring up the Network
Connections screen
* File->New Connection
* Selected "Set up an advanced connection"
* Selected "Accept incoming connections"
* Selected the Standard 19200 bps Modem associated with my COM port
* Selected "Do not allow VPN" (also tried allowing VPN)
* Selected a valid user name
* Left all 4 boxes checked for networking software

As soon as I finished configuration, the "TR" LED activated on my modem
(DTR high) and the "AA" LED went out (auto answer disabled). All
attempts to call the target modem failed; the modem did not answer the call.

I have tried the suggestion of adding the NumberOfRings parameter to
RasMan/Parameters, and setting it to 1. No luck.

I have already verified that the modem stays in "Auto Answer" mode and
accepts an incoming call when attached to a non-Windows machine.

Is there anything else I need to configure and/or run in order to have
XP answer the phone and allow a network connection?

The main cause for RAS problems on incoming servers is either an
incompatible or out-of-date modem driver.. Try downloading a newer
driver from your manufacturer...

"Standard 19200 bps Modem"? One would hope that Microsoft is keeping this generic driver up to date in its service packs!

In any event, I have an update...

After a couple "Restarts", and despite Windows continuing to force the phone out of Auto Answer, my PC is now accepting a connection. Apparently SP1 didn't cure taking the modem out of AA, but it did cure the problem of the Incoming Connection handler not answering at all.
