Application Window covers Task Bar

As soon as I open up any application (eg Outlook), it completely covers the
task bar.

The only way I can see it again is to minimise (or close) every application
window.

Any ideas on how to keep it visible.

For info - 'autohide' and 'lock the taskbar' are not enabled.

Its XP SP2, uptodate with downloads and fixes, etc..

Go down one more line... is Keep task bar on top checked?
