Windows Explorer full blank screen

Often when I insert a CD (and rarely without inserting a CD), Windows
explorer (the file browser) pops up a blank screen that covers the
entire desktop (with the windows background color), the taskbar is
buried under it, but other application windows are still visible on top.
I can click on another apps window and get a normal screen back, but
clicking on explorer in the task bar (which also now has an extra blank
tab in the taskbar) produces the full blank screen. The only way to
close it is to CtrlAltDel for task manager and End the Task.

Has anyone else seen this? It's a real bugger.

Integrity is obvious.
The lack of it is common.

Has NO one else ever seen this same thing?
