Adjust scrollbar?

When I have a browser window open and the page I'm on is
long enough to cause the vertical scrollbar to be active,
it always seems to scroll twice the amount I want it to.
E.g., if I click on the PgDn part of the scrollbar, it
scrolls about two full screens before stopping. In other
applications, e.g., Microsoft Word, the scrollbar works
as expected; it seems to be only IE that I have the
problem and it's very consistent. Is there someplace
that I can adjust how far the screen scrolls?

Additional info:
- I have a Toshiba TabletPC.
- This problem seemed to start after changing screen
orientations.
- I installed VS.NET a few days before I first noticed
this problem; but I sure don't see how it could be
related.
- If I press the PgDn key instead of clicking the PgDn
area of the scrollbar, it works as expected.
- Same problem occurs with clicking in the PgUp area of
the scroll bar.
- By PgDn and PgUp areas of the scrollbar, I'm referring
to the space between the up or down arrow on the ends of
the scrollbar and the thumb (the rectangular thing in the
middle of the scrollbar that moves up and down when you
scroll)
- Everything works fine on my other computers when
visiting the same web page.

I would appreciate replies being sent to my email address
in addition to this newsgroup; I'm aware of the risks.

Rick,
This is caused by a bug in the Q824145 patch. Click just under the slider in
the
scrollbar or drag the slider or, as you've discovered, use the keyboard.

You can uninstall the update and wait for the next one, but you'll be
re-opening a security vulnerability.
