add new vpn connection from non-admin user

Hi,

I wanted to add a new VPN connection with a non-admin user logged in (I know
the admin password, just I did not want to logoff and logon with admin).
However, the new connection wizard is not a program, so I could not right
click it and pick runas.
It is neither an MMC snap-in, so I could not reach it from an mmc started
with runas.

Is there a way to start it? Like running a dll like with the add printer
wizard:
