could not click on VPN connection

Hi guys, I porbably have a stupid question here, but even
the considerably expert person that I know could not
overcome this problem.

I am having a problem to setup VPN connection in windows XP

Here is what I exactly does (based on one of the microsoft
article):
1.Click Start, and then click Control Panel.
In Control Panel, double-click Network Connections.
2.Click Create a new connection.
In the Network Connection Wizard, click Next.
3.Click Connect to the network at my workplace, and then
click Next.
4.Click Virtual Private Network connection, and then click
Next.

The problem is: on the 4th step, I could not make any
selection at all (there are two selections), therefore I
could not proceed to the next step. All of those two
radio button has been disabled.

I have configured several vpn connection before in
different computers using different OS (win98, me, xp) and
I never come across to this problem before. One of my
friend told me that the access level for this user has
been corrupted so I tried to create a new one as an admin
but still does not work.

Any help will be appreciate. Thank you in advance.
