VPN Questions

I am trying to connect two computers in two different cities via VPN.
Neither machine has a static IP, however, their DHCP leases last at least a
day to a week.
I tried going through the Create Network Connection Wizard and created a
VPN on one side going to the other PC, and on the other PC had the user
create a Windows account for the person who wanted to connect to his PC.
That did not work. Do I have to create a VPN connection from both PCs? Any
help with be greatly appreciated!

You may have many options to setup VPN (see below links). To setup client to server VPN, enable incoming connection on one PC and setup VPN client on another. Or you can setup IPSec VPN.
