zero progress

Downloaded 2 programs today... 1 a game and the other Windows Live
Messenger.
On both occasions I have run the install/setup program and done the next,
next, accept, next thing.
Both have reached the "installing stage" and then just sat there with the
progress bar not moving until I have to kill them via task manager. My
account is an admin account and there seems to be no message boxes or UAC
boxes behind the scenes seeking my attention. In task manager the install is
using 0 CPU.
What is happening?

If you're getting no error messages at all, something must be running in the
background preventing the installation from even starting, for instance,
something scanning the files. If you're feeling risky, (and I'd do this with
Windows Live Messenger since it's a pretty safe program), disable your
firewall, virus checker, and UPC and see if it helps. Was there anything
else running when you observed the 0 CPU use for Installation in Task
Manager?
 
What is UPC?
I should add that on both occasions the "install" button has had the little
shield icon (which I believe denotes that a UAC alert will pop up).
But the "this program needs your permission etc etc" dialogue has not
popped up.
I have not disabled UAC and it does pop up for other things.

Nothing else is running (applications) in task manager when I check it.
I will try disabling AV, firewall etc and report back.
 
Turned off windows firewall, disabled AV.
No difference. Ironically, when I cancel the install I get the UAC prompt
asking to confirm I want to cancel.
 
Some programs come with their own downloader program and this program or the
new install can become corrupted. The corrupted components sitting on your
system then prevent any subsequent downloads/installs from occurring. Use
Smarty Uninstaller to remove any corrupt components that are blocking a clean
install, then try downloading and installing again:

I've had this happen too. It takes a loooooong time but
eventially you should get a UAC prompt.

And when I say a long time I mean a long time too. When I
installed America's Army (or whatever it's called) I think
it took in excess of thirty minutes before the UAC prompt
appeared.
