You will need to restart windows

I am installing a program written Visual Basic 6 onto a
Windows 2000 operating system, when the program start to
install it comes up with the following message:

Setup cannot continue because some of the system files are
out of date on the system.
Click OK if you would like setup to update these files for
you now.
You will need to restart windows before you can run setup
again.

If I click OK and restart the machine and rerun setup I
get the same message again.

Any help would be appreciated

I'd check with the person who wrote the program...
