You do not have necessary permissions

When I try opening a database, I get the message "You dont have the necessary
permissions..." and I cant open it. But I am able to open another database
also in 'My Documents', I am able to. I understand from another note here
that databases are not "linked" to workgroup files and Access chooses the
workgroup file even before it opens a database. If thats the case, why is one
database able to open and another not able to. How can I open the one which I
am not able to

Your first database is secured using a workgroup file (mdw) other than your
default. Your default mdw does not have a user that has permissions to your
database.

Check what workgroup file you are joined to by default (Tools, Security,
Workgroup Administrator). It likely is system.mdw usually located in the
windows system folder.

Then use Start, Search and locate all the mdw files on your computer. Your
first database likely needs to use one of these. Create a desktop shortcut
to launch the database using the correct mdw file. The targer of the
shortcut would look like:
"path to msaccess.exe" "path to mdb" /wrkgrp "path to mdw"

Hi.
When I try opening a database, I get the message "You dont have the necessary
permissions..." and I cant open it.

That means you are not joined to the secure Workgroup before opening the
secure database. Either use the Workgroup Administrator to permanently join
the secure Workgroup or (better yet) use a shortcut with the workgroup file
included in the command line argument. Please see the tip "How to open
databases and only be prompted for User ID and password for the secure
databases" for instructions on how to create the shortcut on the following
