You do not have exclusive access to the database

I had this happen on previous occassions as well:

When I try to change any code, anywhere in the front end, Access allows me
to edit the code once then save it. The minute I tried to re-edit code I
get:

"You do not have exclusive access to the database, your design changes will
not be saved"

Even though I opened the front end in Exclusive mode!!!! Compact/repair
does not help, the only solution is to exit the application and re-open it.
After a day or two of this problem it mysteriously disappears. This is on a
local hard drive not a network drive.
