unable to open access db "exclusive"

I have the password for this database and want to remove it.
I don't see the 'Tools' menu option when the database is open, even if I
try to open it 'exclusive'. Is there something else stopping me or am I
failing to get exclusive access to the db? How do I check if I am in
'exclusive' mode?
Any help would be appreciated.

Hi Howard,

Try opening Access first, without opening a database. Then click on File >
Open. In Access 2002--I don't know about A2003--you should see a dropdown
arrow to the right of the caption "Open" on a command button. Click on this
drop down arrow. One of the choices should read "Open Exclusive". Use this
one.

In case the standard toolbars and menus have been disabled, which might
explain why you don't see the Tools menu, try holding down the shift key
while the database is opening.
