"Exclusive Access" error message

When working in Access 2007 I am getting a pop-up message
which reads:

"You do not have exclusive access to the database at this time. If you
proceed to make changes, you may not be able to save them later."

Under Access Options - Advanced - Editing /Advanced I changed 'Default open
mode' to "Exclusive."

After restarting, the same messages are still appearing.

Hi Jay,

With Access closed, do you see a 1 KB locking database file in the same
folder? If you are using a .mdb file, the locking database file will have a
file extension of .ldb. If you are using the newer private JET format
(.accdb), the locking database file extension is .laccdb. If you see this
file with access closed, then try deleting it.

Note: You may need to configure Explorer in Windows to display file
extensions.
