XPE sp1 explorer.exe 100% processor use

i use explorer shell in XPE.When running one link AP(one link is one
procedure,two links are two procedures),2% processor use.But when running two
links, explorer.exe 100% processor use. In XP pro sp1,this phenomena never
appear.
help me!

Would help if you gave us more information about the applications you are launching.
And XPe image component included (logon, shell, processor, etc.).
