While trying to install xp2 I got a message stating that the "atapi.sys"
file could not be copied and to verify its location or something to effect
of naming its location and the drive. I did a search for this file and found
it in the location it was trying to copy it from. What is going on?

Try installing windows sp2 from the safe mode. That should fix the problem

Do you have Daemon Tools or Alcohol 120% installed?
If so, that would prevent atapi.sys from copying over properly
So you may want to uninstall those tools before installing SP2
