XP2 appears to break IE's ftp support

I've had this occur on multiple machines now. I've tried adding all sites to
the trusted sites, used/not used ftp folder view, used/not used passive mode
ftp. I've turned off the Windows firewall too. Clicking on the link to the
ftp site causes an immediate page can't be displayed error. If I right click
and open in new window I will intermittently get a login prompt (as I would
normally expect). After a 10 second delay or so, it times out and gives me an
error stating it couldn't display the folder -- and then asks whether I have
the necessary permissions. I do. I am still able to access this site
correctly using any XP sp1 machine or any other version of Windows -- w2k,
win9x. I am also able to access this site via the command prompt ftp.exe
program.

Further testing has revealed that turning off the passive FTP fixes the
intermittent connection problem, but ONLY if I right click and open in a new
window. If I just click on the link as one normally would, it still fails
every time.

This will work after with the firewall on or off. The firewall did complain
and block the function the first time, but allowed it after I told it to.
