XP won't turn off, it keeps restarting

My XP system keeps restarting every time I turn it off.
How can I fix this?

Rick; I have the same problem with intermittent shutdown hangs, but I
already have SP1. Any other things I can check?

Hi Glen,

The general course of action here is to isolate what program or process that
is running is affecting the shutdown sequence. To do this, simply begin by
selectively shutting down running programs manually before doing the
shutdown routine until you come across which program is the problem. This is
a bit of a tedious task, so do it when you have lots of patience. If no
running programs seem to interfere, move on to the processes. Also, make
sure no other users are logged on at this point to prevent interference.
